CJPA Registrar Report

Ken Shields —

Winter has arrived with a vengeance with floods in both islands and a tornado in Auckland. Each year we expect that winter will bring change with cold and bad weather; always hoping it won’t be too bad. Frosty mornings with bright sunshine are preferable to grey wet days with gutters overflowing and leaves blocking culverts and causing surface flooding.

We know that winter brings the promise of spring and new growth and occasionally – even in June – we can see signs of spring flowers and the blossom buds on trees and the occasional early lamb in the countryside. The grey days will end and as you read this we will have passed the shortest day and the mornings will gradually get lighter earlier, and the evenings stay lighter for longer.

Spirits will lift and winter moods lighten and then disappear – so hang in there –spring is on its way!

New Justices
Four new Justices were sworn in on April the 15th Darrell Ihaia, Bruce Henley, Paul Goodwin and Kimberly McCall and seven new Justices will be sworn in on the 2nd July. They are Peter Anderson, Rachel Emmitt, Elder Robati, Vanessa Thompson, Tim Webster, Neil Willoughby and Husaini Yakubu. We welcome all these new Justices and look forward to their involvement with CJPA.

Leaving and Joining Us
Alasdair Lamont who has transferred out to the Ashburton Association and Tony Gray who has transferred out to Nelson Tasman Association and we welcome Kevin Geddes who is joining us in joint membership with Ashburton Association.

Kevin is a Past President of the Royal Federation of Justices Associations and we look forward to welcoming him into our membership. We also thank Alasdair and Tony for their work in this community and wish them well as they move to other Associations.

Retirements
These Justices have recently retired from active service as Justices of the Peace – Stephen Phillips (24), Tony Wright (22), Betty Garlick (26), Ivy Pack (36), Graeme Matheson (12), Myra Barry (22), Dennis Brown (12), Susan Laidlaw (35), Elizabeth Ormsby (7), Terrance Tuanui (25) and George Dalley (39).  Between them they have completed 260 years of service as Justices of the Peace and we thank them all for their service.

Obituaries
Sadly Terrance Tuanui (25) and Murray Dix (26) who were JPs in the Chatham Islands both died within a few weeks of each other. Terry Tuanui had just retired as a JP and Murray Dix was still actively serving the community at the time of his death. Colleen Gregg JP (Retired) (23) died in May. She had retired in August 2017 and was a current member of CJPA. We express our condolences to the families of these JPs.

Certificates
Two JP (Retired) certificates have been presented and there are 9 waiting to be received from the Royal Federation and all will be presented as soon as possible.

The MOJ 30 and 40 years Long Service Certificates for 2021 have just been received and the first ones presented at the Education Session in May. The others will be presented close to the anniversary of the appointment of the Justices.

The CJPA 20 year certificates are gradually being presented and are available at all CJPA Education and Training events.

CJPA Council Nominations
In accordance with the Association rules – Nominations are called for the positions of President, Vice President and four Councillors.  The positions of President and Vice President require at least two years of service as a Councillor prior to nomination.  With this newsletter is a downloadable nomination form for the six elected positions on the CJPA Council. I encourage you to give careful consideration to the process that elects your officers/council and contact me if you have any questions. Remember that all nominations must be returned to me by 5 pm on the 1st of September 2021. Late nominations cannot be accepted.

CJPA Mid-Year Luncheon – 4th July
I have received greetings and an apology from our Patron Hon Lester Chisholm who will be in the North Island on the 4th July and also an apology from the Royal Federation President Garry Nicholls who is also unable to attend. CJPA President Graeme Barber who is also the Royal Federation Southern Regional Representative will represent the Royal Federation.

We are also looking forward to welcoming our three Life Members – Mary Holmes, Stan Hackwell and Garth Dale – to the luncheon.

I hope to see many of you there.

Retiring as a Justice of the Peace
Until now a phone call or an email to me, was all that was needed to confirm your retirement.   Recent rulings by the Ministry of Justice means that now all Justices who wish to retire must personally sign a letter of notification of retirement addressed to the Secretary of Justice. I can provide you with the form letter for you to sign so just contact me as usual if you are contemplating retirement and I will assist you with the process.
