Change in Diocesan Handbook - Section E Care of Ordained

 3: ANNUAL LEAVE AND STATUTORY HOLIDAY LEAVE

a. Every Ordained Minister shall be entitled to four (4) weeks annual leave which shall include four (4) Sundays. At least two (2) weeks of this leave must be taken in one block. The balance may be taken progressively as is convenient to the Parish, with the minimum amount that may be taken being one half of one day. Should the balance be taken on a daily basis then 5 days shall equal one week.

b. If a Diocesan employed Ordained Minister were required to work on a statutory public holiday, they would normally take the next available day off in lieu. If they are required to work on a statutory public holiday and then choose to ‘bank’ this lieu day, they must use a “Stipended Clergy Leave Record”[i] form to inform the Diocesan Pay Clerk. They may take this day back any time within the next 12 months in consultation with the parish or employing group and inform the Diocesan Pay Clerk of any day(s) taken back using the same form.

c. Because Statutory Public Holidays are part of ensuring proper recreation and rest for working people, enabling people to have time with family-whanau-friends, this Diocese encourages Ordained Ministers to take this leave within 12 months of the banking it, for their own and their families-whanau’s health and wellbeing. Banked lieu days cannot be cashed up during the course of employment.[ii] At the end of an Ordained Minister’s employment, any outstanding recorded lieu days will be paid out in the same way as other outstanding leave entitlements

d.Untaken leave (whether annual or statutory holidays in lieu) may be accumulated to a maximum of six (6) weeks upon the formal approval of the parish concerned. The Anglican Church Centre must be advised of any accumulation so that the financial liability can be managed. In the event of a transfer or resignation, accumulated leave will be paid out on the basis of five (5) days equalling one (1) week.

(Old Clause e. below has been removed as no longer current - please note that leave leave still needs to be notified as soon as possible after being taken on the forms provided:

e. It is a requirement that the Anglican Church Centre be advised of all leave that is taken. Clergy will be asked to complete leave return forms every six months unless the Anglican Church Centre is advised to the contrary then it will be assumed that all annual leave for a given year has been taken. )

e.Annual leave may be taken by Clergy by mutual agreement with the Parish, provided reasonable notice is given. The Bishop may direct Clergy to take Annual Leave at such time as is convenient to the working of the Parish, but as far as is practicable the wishes of the Clergy shall be taken into consideration when fixing the time for taking leave. The Diocese will comply with the Holidays Act and acknowledges that it cannot contract out of this responsibility.

f.  Whenever possible, ordained ministers, in consultation with the Church Wardens shall endeavour to arrange for relief services during their absence and, where appropriate, provision of services for the four Sundays shall be a charge on the Parish or District concerned. (See Remuneration).
