2GP appeals
The second tranche of mediation on the Second Generation Dunedin City District Plan (2GP) appeals, which began in July 2020 and covers nearly half of the appeals points lodged on the 2GP, was completed in April.
Topics in this round of mediation included bulk fuel storage facilities, service stations, reverse sensitivity, Manawhenua, commercial, campus, residential strategic, network utilities, management of rail, mining, landscape, biodiversity and coastal character. Following this mediation, almost all appeals on significant, strategic matters have been resolved or are close to agreement. Progress has also been made towards resolving site-specific appeals that request rezoning of sites to residential and rural residential zoning.
Several consent memoranda (mediated agreements) and supporting affidavits (expert evidence to support agreements) have been lodged with the Environment Court and are awaiting the issue of consent orders. At the Court, Judge Prue Steven, who took the bench in February, has taken over the 2GP appeals from Judge Borthwick.
The consent documentation on the remaining topics that have been mediated will be delivered over the next three months.
