Information about Producer Statements

Read on to find out about our policy on accepting producer statements.

A producer statement is a certificate or written statement completed by suitably qualified and experienced designers or building professionals confirming that aspects of a building’s design comply with the Building Code, or that elements of construction have been completed in accordance with the approved building consent. Producer statements must be site and project specific and current. 

We only issue a building consent or a code compliance certificate if we are reasonably satisfied that your building work complies or will comply with the Building Code, and a producer statement is one way of helping us decide. There are different types of Producer Statements:

PS1 – Producer Statement Design – Intended to be used by the designer. Designers must include what clauses of the Building Code are covered and clearly show on the plans where the PS1 applies.

PS2 – Producer Statement Design Review – This is a review of the design submitted for the building consent. It is carried out by an independent design professional with qualifications and experience for that work.

PS3 – Producer Statement Construction – This is intended to be supplied by an installer of systems and confirms that the construction or installation is complete and is in accordance with the consented documents and Building Code.  

PS4 – Producer Statement Construction Review – This is intended for use by the person required by the consent to undertake construction monitoring. It should verify that any required inspections have been completed and meet the terms of the consent. The PS4 is usually linked to the PS1. 

In order for us to accept a producer statement for design the author must be; a Chartered Professional Engineer (CPEng) and on the Institute of Professional Engineers New Zealand (IPEng)register or an approved author of Producer Statements on the Southern Building Control Group (SBCG) Producer Statement register (see links to search these registers below).

In order for us to accept a producer statement for construction the author must be; a Chartered Professional Engineer as above or on one of the following registers:

  • Southern Building Control Group (SBCG) Producer Statement register,
  • An accredited Building Consent Authority - Approved Providers of Producer Statements register,
  • Electrical Workers Registration Board,

  • South Island IQP (Independent Qualified Person) register,

  • ERMA (Environmental Risk Management Authority) register,

  • HASNO (Hazardous Substances and New Organism) Register of Test Certifiers,

  • For Septic Tank and Effluent Disposal Fields installation - a certifying drainlayer and included on the Plumbers, Gasfitters and Drainlayers register.

To apply to be accepted on the Southern Building Control Group regsiter, please download and complete the Producer Statement Approved Author Application below.  Note, it takes approximately 20 working days to evaluate a producer statement author application.
