When the Proposed Second Generation Dunedin City District Plan (2GP) was notified in September 2015, it received 1055 submissions and 452 further submissions.

The 2GP hearings ran from May 2016 to December 2017 and 770 submitters spoke to their submissions. When the hearings ended the 2GP Hearings Panel deliberated and made decisions on the submissions.

On 24 October letters were sent to all submitters advising them that the decisions would be available on the DCC website on 7 November. The decisions are outlined in 29 decision reports, along with the decisions version of the 2GP and planning maps. Decisions can be viewed at www.2gp.dunedin.govt.nz or viewed in hard copy at the DCC Customer Services Centre in the Civic Centre, in the Octagon.

Any submitter not satisfied with the decision on their submission has the right to appeal to the Environment Court within 30 working days of the DCC serving notice of the 2GP decisions. When do the 2GP rules apply?

On the day decisions are released (7 November 2018), all rules have ‘legal effect’.
Legal effect means that both the new 2GP (decisions version – November 2018) rules and the current operative District Plan (2006) rules apply.

If there are no appeals against a 2GP rule, or any closely related provisions, it will replace the current rule. If there are appeals, the current rules will only stop applying (and be replaced by the 2GP rules) when the appeals have been either dismissed, withdrawn or determined by the Environment Court.

2GP briefing

The DCC are holding a briefing for any member of the public to attend. This briefing will explain some of the main changes between the operative District Plan (2006) and the 2GP decision version (2018).
