DCC Waste and Recycling Services – Community Collaboration on Resource Diversion
We’d like to know how you could work with the future Dunedin City Council waste and recycling collections service contractor.
Otepoti Dunedin’s current city-wide waste and recycling collections contracts are coming to an end. As part of its Ten year plan 2021-31, the Dunedin City Council has approved moving away from using plastic rubbish bags for household rubbish, plus the introduction of new options to encourage more recycling and less waste.
The DCC has to follow procurement policy when seeking a contractor/s to conduct this service. Therefore, at the end of September, a Request for Proposal (RFP) was made for a 10 + 10 year contract totalling approximately $330 million, beginning in mid-2023.
When selected, the preferred contractor will process estimated annual volumes of:
- Approximately 3,500 tonnes of glass (67 tonnes per week)
- Approximately 5,000 tonnes of mixed recycling (96 tonnes per week)
- Approximately 8,500 tonnes of food waste and garden waste (163 tonnes per week), plus commercial drop-off quantities
- Approximately 30,000 tonnes of general waste (576 tonnes per week)
A Resource Recovery Park will also be developed that includes public drop-off and processing facilities for recyclable material, including glass, food waste, garden waste, mixed recycling and construction and demolition waste.
The RFP makes it clear that, to help achieve Dunedin’s waste minimisation goals, the preferred contractor should collaborate with the community and seek opportunities for local businesses and community groups to deliver the new services.

Now that the DCC has shortlisted three potential contractors, we need to supply them with information that will help them more accurately and realistically form their organisation’s plan to work with organisations like yours to reduce waste city-wide.
