The Settings section, found in the top-right menu is restricted to Hail organisation Owners, Admins and Publishers.

This is where you fill in details that apply to the whole account, such as: Logo, Name, Brand Colour, web address and domains, contact details and associated social media accounts and the like.

The more you fill in here the richer your Hail published material will be.
