The Case for a Curriculum and Assessment Council
Curriculum instability is not unique to Aotearoa New Zealand; it is a global pattern. International evidence suggests that how change is governed affects stability, coherence, and the capacity to improve over time. A recent literature review by the New Zealand Council for Educational Research (NZCER) examines curriculum reform in selected countries, together with wider literature on the roles and experiences of teachers and school leaders. Its findings, though not written with NZPF’s proposal in mind, provide independent evidence relevant to the case for a permanent, statutory Curriculum and Assessment Council.
