Issues raised through the community board about safe travel to and from Villa Maria College

The provision of a pedestrian crossing facility in the vicinity of 5-15 Brodie Street:

  • The speed limit along Brodie Street is planned to be reduced to 30km/hr (explained below). This would improve the safety for pedestrians around this location thereby removing the need for a separate crossing facility.

A reduction of the speed limit on Brodie Street:

  • As part of improving safety around schools, speed limit reductions are programmed around all schools in the city. A 30 km/hr permanent speed limit is planned for the entire length of Brodie Street.

A reduction of the speed limit on Peer Street.

  • A variable 30km/hr speed limit during school hours is also planned for the sections of Peer Street and Yaldhurst Road adjacent to Villa Maria College.
  • The permanent speed limit outside school hours along Yaldhurst Road is also proposed to be dropped to 50 km/hr (currently 60 km/hr) through the Waka Kotahi Interim Speed management Plan.
  • At this stage, the new speed limits at this location are programmed to be implemented in 2023/2024.

A review of parking restrictions and the demarcation of parking spaces on Brodie Street (parking ticks).

  • Time restricted parking of various levels are already present along Brodie Street. On street parking spaces without any time restrictions are also available along this street. Having such variety of restrictions provides parking opportunities to various road users (residents and short / long term visitors) along Brodie Street. So, any further time restricted parking along this street cannot be warranted.
  • Parking ticks are already present along the western side of Brodie Street up to number 55 (which is located immediately next to the existing speed hump). Along the eastern side, parking ticks are present up to the school’s car park entry / exit. Additional parking ticks have been arranged to be painted up to the existing speed hump (/ accessway of 60 Brodie Street) along the eastern side of Brodie Street as well and they are expected to be completed in the very near future.
  • In response to the concerns regarding parking on both sides of the road causing visibility and accessibility issues, the Christchurch Suburban Parking Policy recommends restricting parking along one side of the road if the road width is 7m or less. Brodie Street is over 8m wide. Based on the exiting scenario and road geometry, no stopping restrictions cannot be currently warranted at this location. Removal of on street parking spaces could present a visually wide carriageway thereby increasing the chances of vehicles travelling at inappropriate speeds.

Safe travel to and from Villa Maria College.

  • The school also raised some concerns regarding the Yaldhurst Road / Brodie Street intersection when Council staff met their representatives on site. This intersection is controlled and operated by Waka Kotahi NZ Transport Agency and their staff have met with the school regarding this.
  • Apart from this, the other treatments / measures discussed earlier will contribute to safe travel to and from Villa Maria College.
